This chapter examines jurisdiction as a central concept of public international law: the authority to prescribe rules, decide disputes, and enforce legal consequences. It traces the historical making of jurisdiction, forms and grounds of state authority, universal jurisdiction, governance beyond the state, conflicts of jurisdiction, and forum, applicable law, and foreign judgments.
